Identify the work location
A private driveway and its connection across public right-of-way are not interchangeable scopes. New construction, widening or relocation near the street should be reviewed before finalizing the layout. Identify which jurisdiction governs the property.
Check the City of Spokane requirement
Spokane Municipal Code section 17H.010.220 states that an approach permit is required for construction or modification of a driveway onto public right-of-way. The City publishes a driveway approach application. Confirm current requirements and the proposed design with the City before proceeding.
Do not transfer rules between jurisdictions
A Spokane mailing address does not establish that City of Spokane rules apply. Spokane Valley and unincorporated county locations may have different authorities and standards. Check the parcel and responsible agency rather than relying on a neighboring project.
Put responsibility in the proposal
